The International Monetary Fund (IMF) is seeking a highly experienced and internationally minded professional to join its Pacific Financial Technical Assistance Center (PFTAC) as a Tax Administration Advisor. Based in Suva, Fiji, this role offers the opportunity to support meaningful tax administration reform and strengthen public sector capacity across the Pacific region.
The successful candidate will lead and coordinate regional capacity development activities across PFTAC’s 16 member jurisdictions, helping tax authorities strengthen systems, improve compliance, and advance modernization efforts in line with international good practice.
About the Role
As Tax Administration Advisor, you will be responsible for delivering the IMF’s regional tax capacity development program in close collaboration with:
PFTAC member countries
PFTAC management
The IMF’s Fiscal Affairs Department (FAD)
Development partners and donors active in the region
You will also work closely with a second PFTAC advisor to ensure country programs are coordinated, complementary, and aligned with broader revenue administration priorities.

What You Will Do
In this role, you will combine technical expertise, strategic planning, and stakeholder engagement to deliver impactful support to tax administrations across the region.
Core Responsibilities
Build strong working relationships with tax authorities to identify country-specific capacity development needs
Design, manage, and implement tailored country work plans that align with the PFTAC budget and IMF priorities
Ensure coordination and integration with other FAD-led revenue administration initiatives under technical supervision
Organize and lead workshops, training sessions, and other learning events focused on tax administration reform
Support short-term tax administration experts by providing technical guidance and logistical coordination for in-country and remote assignments
Provide direct hands-on support to member countries while reinforcing broader IMF-led reform initiatives
Engage with donors and development partners to support aligned and efficient delivery of assistance
Report regularly on program progress to key stakeholders, including the PFTAC Director and Steering Committee
Technical Expertise Required
Candidates should bring deep experience in tax administration leadership, particularly in environments involving reform, modernization, and international engagement.
Essential Areas of Expertise
Legislative and regulatory frameworks for direct and indirect taxation
Strategic leadership and operational management in tax administration
Tax administration modernization and reform
Use of information technology to improve tax administration systems and management
Compliance risk management and core tax administration procedures
International good practice in:
Taxpayer registration
Filing and payment systems
Taxpayer services
Audit and verification
Preferred Experience
Preference will be given to candidates who can demonstrate strong practical and international experience, especially in challenging and reform-oriented settings.
Highly Valued Background Includes
Extensive experience managing tax operations at a senior level
Familiarity with revenue administration challenges in the Pacific region or in other small, developing, or fragile states
Strong understanding of the complexities of tax administration reform
Previous involvement in international capacity development, including:
Technical assistance delivery
Workshop facilitation
Training course design and delivery
Knowledge of IMF surveillance processes and financial support frameworks
Qualifications
To be successful in this role, you should meet the following requirements:
Advanced university degree or equivalent qualification relevant to the role
At least 4 years of relevant professional experience
Preference for candidates with 10–12 years of experience working within a tax administration
Recent experience with an international organization delivering capacity development on revenue administration good practice
Strong organizational, planning, and project management skills
Proven ability to manage multiple priorities and deliver high-quality outputs on time
Fluency in English, with excellent written and verbal communication skills
Strong interpersonal and teamwork abilities, including the ability to build trusted relationships in multicultural settings
Sound judgment and discretion in handling sensitive matters
Willingness to undertake significant travel within the region
Appointment Details
This is a contractual appointment for an initial period of one year.
An extension may be available, subject to relevant conditions, including satisfactory performance.
The selected candidate is expected to begin in October 2026.
Applicants who are not selected for this position may also be considered for other short-term or long-term capacity development assignments.
